- MP Franco Boiardi: coordinator of the scientific editing of "Il
Parlamento Italiano", in 22 volumes, between 1988 and 1993,
has planned and compiled 27 dossiers (each is about 160-170 pages***)
of the "Grande Enciclopedia della politica" (Great Political
Encyclopedia) , edited by EBE of
Rome between 1992 and 1997; he published, between 1974 and 1982,
a "Storia delle dottine politiche" (History of political
doctrines) edited in volumes by Milano's CEI, and the three volumes
(1988 - 1990 - 1992) "I Bianchi. Gli uomini che hanno fatto
la storia della DC" (The Bianchi. The men who made the Christian

"The
Co.P.A.I (Consorzio per la promozione area iblea) was founded in
Ragusa in 1991. There were some initial difficulties, but in November
1995, with Prof. Corrado Monaca at the helm of its board of directors,
as the representative of the Regional Province of Ragusa, it rapidly
overcame these early problems, consolidated its balance and enlarged
the scope of its activities, eventually becoming an important reference
point for the territory. Today Co.P.A.I. is a partly public, partly
private institution, though the private element is more prominent.
It consists of: the regional Province of Ragusa and the municipalities
of Modica, Chiaramonte, Pozzallo, Giarratana, Monterosso and Acate,
and of numerous local agriculture and agro-industrial concerns,
service companies and freelance professionals who operate in the
area. We can say that Co.P.A.I, by giving support and coordination
to all those non-profit-making processes which have moved a growing
number of businesses and resources from public to private sector,
has taken a leading position. Non-profit making organizations are
today active in larger and larger areas given the emergence of new
social needs and the reduction (or the lack of re-adjustment) of
public spending due to budgetary difficulties; they represent a
significant proportion of social demand (whether they work in the
socio-sanitary field, in education, in the restoration and promotion
of artistic artefacts or the sporting sector). Co.P.A.I. is, as
a matter of fact, a non-profit organization dealing with and managing
important processes of transformation. Their growth has been impressive
in the U.S.A. and also in Italy, obeying criteria which relate to
initiatives of advertisement and grants, of transformation and development,
and of E.E.C. intervention. In fact, the Co.P.A.I. largely works
in the ambit of the European Community, also with regard to the
training of personnel, the finding of "human resources"
and work definition, as in the case of the Leader Plan I (today
87% completed) and of the project Leader II, which was made possible
by a fund of 7 milliards (LIT). At present, Co.P.A.I.'s engagements
are especially concerned with: employment, with researches in the
field of agri-tourism, with the recovery of archaelogical sites;
the publicitary campaign for the Iblean area to promote the exploitation
of the archaeologic and environmental resources and of tourism;
the rediscovery of traditional jobs (a field that is important and
indeed essential to the support of employment). In fact, the professional
training carried out for the comunes may prove the correct sphere
for Co.P.A.I.to extend its commitments, according to the latest
policies of the local authorities. Its activities, finally, in the
sectors of innovative agro-alimentary products, in that of electronic
commerce (connecting the firms with computer circuits), are becoming
important, as well as the study of commercial events in Italy and
abroad. Co.P.A.I. represents a basic support to the service of a
territorial development, that presupposes new technical structures
and new productive, organizational and scientific trends. In these
years, Co.P.A.I. has also participated in cultural initiatives,
such as the promotion of International conferences, meetings and
discussions on themes, proposed at the UE/EEC conference in Barcelona,
regarding the development of the Mediterranean area and of the politics
of peace, of the integration among peoples and of religious reconciliation,
against the spread of ethnic clashes, nationalist rivalry and fundamentalist
tensions. It therefore seems logical to emphasise Co.P.A.I.'s important
role at the heart of today's great developmental problems and of
the most deeply-felt European objectives and decisions for a common
social solidarity.
